RFID tag to track Vehicle or Person without GPS

Bluetooth based Rfid tag is placed in different checkpoints, every time the mobile phone with the tag in the vehicle crosses these check points, we track the location of the vehicle as well as the driver, GPS location can be captured from the mobile phone directly instead of installing and expensive recurring cost for a GPS based 4G GPRS Hardware.
